  2. From a Haitian:
    The number of inmates is much higher than 5k.

    Many inmates are not registered. Because they were put there by cops who abused their power. (If you have a problem with a cop, they can just throw you in there.

    At one point if you lost a loved one, if you don't find them at the morgue, you'll most likely find them at this prison

    Many inmates have died there and never seen a judge.

    So one can understand how bad this is. Most of these inmates will reinforce those Gangs in retaliation for the Injustice they suffered.
