Historically, to decimate means to reduce by 10%. Seems they are doing a lot better than that:)
Like a lot of these offensives this one seems to be more politically than militarily motivated (though I guess you could say that about this war). The whole thing reeks of the new guy trying to prove he is more competent than the old guy and will do so no matter the cost.
