Russian personnel and materiel losses in Ukraine are so high the Kremlin is having “serious problems” recruiting new contract soldiers and is relying on decommissioning Soviet-era weapons as it cannot produce enough modern versions, Ukraine’s military intelligence spokesperson said.

Speaking on national TV, Andrii Yusov said the situation will soon have an impact on the front-line situation and Russia’s ability to effectively wage war.

Russian losses in Ukraine reached “conflict highs” during May and June, the U.K. Defense Ministry reported.

In an intelligence report on X, the ministry said average daily Russian casualties – both killed and wounded – reached 1,262 and 1,163 in the two months, respectively.

On July 18, President Volodymyr Zelensky said in an interview with the BBC that around 20,000 Russian troops were killed during Russia’s failed offensive in Kharkiv Oblast.

“They can replenish these losses,” Yusov said, adding: “But there are already serious problems with the recruitment of new contract soldiers.

“The aggressor state is coming up with new incentives at various levels to attract new cannon fodder. But this machine is starting to malfunction.”

As Russia has sought to replenish its military, decimated by high losses in Ukraine, authorities have implemented financial perks to incentivize enlistment.

Moscow Mayor Sergey Sobyanin signed a decree on July 23 establishing a one-time signing bonus of 1.9 million rubles or $21,200 for city residents who join the military.

It will currently take Russian President Vladimir Putin five years to get Moscow’s army back to its February 2022 strength, a prominent British military chief has said, as the war in Ukraine drags on and casualties mount, with little prospect of an end to the conflict in sight. Russia’s military has now sustained an estimated 550,000 casualties in the nearly two and a half years of full-scale war in Ukraine, Admiral Tony Radakin, the U.K. chief of the defense staff, said.

“Our assessments are that it will take Putin five years to reconstitute the Russian army to where it was in February 2022,” Radakin said at the Royal United Services Institute land warfare conference in London. It will take another five years beyond that to “rectify the weaknesses that the war has revealed,” he added.

The figure of 550,000 casualties comes in just below statistics put forward by Kyiv. Casualty counts are very difficult to pinpoint, and numbers put forward by either party in a conflict are treated with caution. Western estimates of Russian casualties have typically broadly matched Ukraine’s numbers in recent months, and the British government said in late May that Russia’s killed and wounded had surpassed half a million since early 2022. Western intelligence and experts suggest many of the Russian soldiers currently on the front lines have limited training—often volunteers or convicts—and cannot carry out complex operations

  1. When are Russians going to wake up to this nightmare war that Putin started? The keep losing military assets and soldiers, and even foreigners, but Putin doesn't care at all. The will of one single individual is being imposed over a large country. Whatever happened to the revolutionary movement that took place about a century ago? It seems the population would rather believe the state imposed narrative of the war rather than view the situation as it really is. It is so sad the level of destruction Russia has caused on Ukraine and all the Ukrainian lives lost. Long live Ukraine!

  4. Channel z of the alternative world , the Russian army has no problems recruiting volunteers ( there was only one mobilization in 2022 – 300,000 people ) . In Ukraine , the mobilization did not end for a single day , people are caught on the streets , in shops , at work , on transport , even at funerals and there are not enough people , about 10,000,000 escaped from this crazy country not wanting to die .

  6. Ce n'est pas "tonnant qu'ils aient du mal à recruter au vu de ce que nous montrent pleins de vidéo sur leur manque de courage. sur le champ de bataille. Pour un rien ils s'enfuient en prenant les jambes à leurs cou!
    It's not surprising that they're having trouble recruiting, given what we've seen in so many videos about their lack of courage on the battlefield. They flee at the drop of a hat!

  7. They can't get any volunteers for Operation "Certain Death" – why's that then?
    All that money for signing up is great unless you're too dead to spend it! Then to be listed as "missing" or "defected to Ukraine" so Grandaddy Putin doesn't have to pay your relatives a bean. Really, how big a schmuck do Russians have to be?
    They've emptied out most of the rural towns and the prisons of eligible "young men" so won't be long before they're dragging students off the streets of Moscow and St Petersburg to "do their bit". All for what?
    When Trump loses the house, the senate and the presidency race big time in November – the gigs up.
