Time for unidentified unmanned drones. You always can shift blame to Budanov guys they would gladly accept it.
Have the coast guards start boarding them and search them for technology and papers and they’ll stop it very quickly. Most of those ships has equipment for mapping the seabed and military radio equipment that russia doesn’t want to hand over.
just sink it and move on. Force is the only language russia understands
