Global Rights Compliance provided the International Olympic Committee with evidence showing that nearly two-thirds of the so-called “neutral” participants from Russia and Belarus are not neutral. However, 10 Russians and 7 Belarusians were allowed to compete despite violating IOC criteria.

IOC is incredibly corrupt, they are also happy to look the other way from systemised Chinese doping.
The anser has been known for decades, the IOC is made up by corrupt whores.
