Brexit benefit. Paying import Tax on Gifts

Some friends of mine have sent me a gift, and have correctly labelled the customs declaration to denote the item is a gift, with a value of £15 and weighing 90g and is not for commercial and has no VAT reg associated.

Upon collecting this package from DHL, I was charged 11,24€ for the combination of Einfurhabgaben and Auslagepauschale.

I have read that no import tax is required up to 45€ worth of item.

Is this a customs error and how do I rectify this? Or is this my error in understanding the import tax charge rules?
