2. Tougher response!? West just returned Russian killers and spies in exchange of straight up hostages.

   The response is that you catch any more Russian killer we just kidnap more westerners and get them released anyway.

3. Mirror the brutality and destroy russia from within.
   Match their orc crimes.
   Russian citizens dying is no big deal.
   They applaud killing children and are bred to obey.
