I’m from the Netherlands and was driving on the autobahn this morning on a 2 lane highway. While anticipating on overtaking a truck I drove to the left lane with 3 cars in front of me. A BMW then passed me on the right and cut me off, causing me to make an emergency stop and almost crash in the guardrail. I have saved a video off this incident where the license plate is visible. I have read it is not legal to share the complete dashcam footage on the internet, but here is a still for context of the situation.
In the Netherlands you can make an online report of a small incident and submit the video. If the police receive multiple reports they will keep an eye out for that driver. Does something like that happen in Germany? I’m not going to a police station, but if I can make a online report to get this idiot some attention from the police, I’m more than willing to do it.

You can do that online and attach videos and pictures. The formal term for the incident would probably be “Nötigung im Straßenverkehr”
Yes, that is possible. You should report this online to the police of the state where the incident happened:

The police don’t generally seem overly motivated to prosecute incidents on the road. But your description sounds like this might indeed be criminal offence, which the police are required to investigate.
If they do, they will probably be unable to identify the driver (so no one will be punished), but the owner might be forced to keep a driver’s logbook in the future. Or maybe he already has to because this is not the first incident.
They are obliged to investigate it.
