It says the Gesamtkosten – total cost – is 3475.97 euros. So if you’d paid precisely 3000 euros over the year, you have to pay 475.97 euros still.
Does that solve the problem? I’m not sure what was confusing here.

If I’m not mistaken, these are two statements. One for UG/Nutzer 01 (basement, user 01) and EG/Nutzer 02 (ground floor, user 02).
The ground floor flat seems to be 100sqm in size, but the unit is not really clear, so I could be wrong. The house has a size of 245sqm, so the UG flat seems to be much bigger, which would explain the higher costs.
User2’s bill is 1,7k. If you are user 2 and paid 3k for ancillary costs, you are entitled to a refund.
I’m not sure why they sent you the user 1 statement, too.
Anyways, because this is the statement for 2022 and was created in September of last year, your landlord is late. So even IF you would have to owe them, you wouldn’t have to pay a single cent, if you received the statement after 31.12.23 (but you told us to ignore the dates, therefore this comment is only for reference).
You are still entitled to that refund.
