Reciprocal Driver’s License agreements with US States

An article from 2019 mentions that the agreement between Germany and the state of Washington to recognize each other's driver's licenses was recently renewed:

Searches haven't turned up more about the negotiation process. I'd like to find out more about that process in order to guess where within the government of California I might advocate for a similar agreement.

I know it will probably come to nothing, but sending a letter is something I'd like to do to express interest as a Californian.

  1. My best guess would be that this falls into the scope of the California State Transportation Agency (CalSTA) or one of the agencies under its umbrella (Caltrans maybe). Or among the elected cabinet members maybe Secretary of State.

    Good luck with this endeavor.
