36. This attack by Ukraine must be a legitimate "exercise of the right of self-defense" against the first invasion, as recognized by the UN Charter. Attacks on enemy territory and strategic bases, which are the source of invasion, are considered to be acts of self-defense under the UN Charter. If Russian troops completely withdraw from Ukrainian territory, it is speculated that Ukraine will not ask for Russia to cede territory.
