  13. I think this is only speculation from this Officer. He lacks any inside information.

    But only looking from the outside it’s not to far fetched to come up with such a speculation. Putins seems to be afraid of illoyalty. So he made his former personal bodyguard take charge of the Kursk defense and his niece a deputy defense secretary. He falls back to his absolute inner circle. Maybe because he knows, that in his wider circle Brutus is already waiting for an opportunity.
