When you only have 10% of your brain and are still as smart as the average Pierre.
This guy took the expression “avoir une case en moins” (to be missing a cell = being dumb) too seriously.
Basically he has a condition that accumulates fluid in his head
That fluid was drained when he was younger, but the drain was removed when he was 14
Most likely he was of normal intelligence while young, and as his skull filled with fluid, his brain used its plasticity to shift its knowledge around to the “healthy parts”
Note that his brain is compressed, not removed, so all the connections that used to be there may still exist but work slowly because of the compression
This confirms French people only have 10% brain power
