1. Tourist taxes should take care of their impact. Higher taxes would reduce the number of tourists slightly, and raise money to fund water sources.

   Drop subsidies on commercial/agricultural use.

   People complain about spending money to prepare for climate change, but if you don’t prepare the costs are higher.
