Israel conducts pre-emptive strikes as Hezbollah fires hundreds of rockets

Is it really “preemptive” if Hezbollah simultaneously announces the “first phase” of its attack against Israel, as the Israeli strikes are taking place?
According to the Israeli media, the IDF had intelligence of an imminent attack on the north and central Israel. During the attack, 6000 drones and rockets were destroyed, more than a 100 aircraft took part of the operation. Hezbollah retaliated with shooting more than 300 rockets while they try to figure out what was destroyed and what their options are.
This and the assassination show that Israel have a pretty good intel on Hezbollah.
