Article seems to indicate that this survey was conducted within the UK, so here’s my ideas:
1. This is because the number of people in the UK has increased, especially when it comes to immigrants, specifically those coming from a weaker educational background.
2. This is because kids are just genuinely becoming dumber, which might be possible.
3. The grading system has become much stricter, and should br relaxed a little.
