This is not going to change by giving women more executive positions or banning specific social media apps. Teenagers will keep on doing this and it has nothing to do with culture, it’s happening everywhere. This is a side effect of technology which people need to get used to. Girls/women have to get over the so-called perception of embarrassment/shame and it might turn out to be a good thing in the long run.
Edit: Another option would be to start creating/sharing deepfakes of boys in the class with small d*cks whenever a girl’s deepfake is shared.
Just treat it as a form of fraud. Incarcerated those producing it, and tteay the same as other sex offenders. Make them register, notify neighbors when they move to an area, etc.
