  1. Submission Statement: Vladimir Putin visited Mongolia, the first visit to an International Criminal Court member country, despite an ICC arrest warrant for war crimes in Ukraine. Mongolia failed to arrest Putin as required under the Rome Statute, instead welcoming him to undermine the ICC and international law. The visit allows Putin to mock international justice efforts and bolster his image, while also furthering Russia’s interests in expanding influence in Asia through cooperation with Mongolia and China.
