Look at the facts: (a) UA cannot afford to waste artillery on civilians, (b) hitting civilians would erode support from europe and USA, so why do it? and (c) Russia is ALREADY known to bomb own cities by accident and admitted it. Common sense suggests it's likely russian defense strike debris or incompetence. But if you don't know, then just make title say simply ROCKETS CRASH INTO BELGOROD. That would be 100% true.
