Why cant govts use slow-acting or biologic poisons on terrorist prisoners before returning them in a hostage scenario by terrorists?

(eg: Kandahar hijacking 1999) when India had to release 3 prisoners all of whom ended up terrorising multiple countries for years after.

Ahmed Omar Saeed Sheikh, Masood Azhar, Mushtaq Ahmed Zargar

What other alternatives are there? Are there examples of govts not releasing prisoners at all?

  1. Because there is a very real risk that if you deal with people in bad faith everyone afterwards deals with you on bad faith.

  2. First because it’s a war crime and second because it’s a trick you can only use once.

  3. Because it’ll only work once and you’ll burn your reputation for all future negotiations.

  4. Such a wild question. 😂💀💀💀

I don’t know how the ICC will feel about this, but it won’t be positive, that is for sure.
