  17. I really don’t think Russias policy on the use of Nuclear weapons matters much. What matters most is what the rest of the world will do to Russia should they make the idiotic choice to use them. Here the opportunity cost to Russia will far exceed anything they could gain. For this reason I don’t see them using these weapons but then again they’ve shown little evidence that intelligence exists at the highest level of Russian government.
