Trump knows that Kamala Harris is going to bring out a lot of Democratic voters—far more than Biden could have and far more than Hillary Clinton did. The only way he can compete with that is to bring out even more voters. That’s what he’s doing. He’s doing everything he can to get every low-engagement Republican-leaning voter to the polls.
Everything he does, no matter how bizarre it seems to normal people, is about getting these voters to the polls. Quite frankly, scaring the shit out of low engaged voters in a state he needs to win is an effective tactic.
