Well of course they aren’t going to agree when they are the reason the peace force is needed in the first place.
There really should be a mechanism to safeguard civilians if the key threat is from their own military.
Of course they won’t accept peace keepers, they are the reason the peace keepers are needed. It is like the police asking a rapist if the case against him for rape should be filed.
