  1. There are legal powers to compel Letby herself to give evidence – but it would be up to Lady Justice Thirlwall whether to do so

Neonatal nurse [Lucy Letby](https://inews.co.uk/topic/lucy-letby?srsltid=AfmBOoot_M1PCZpuqoD3kfFbqHp-i5OYz7kBh9Mss8ynTG9i0844j-IT?ico=in-line_link) is in jail after being convicted of murdering seven babies and attempting to murder seven others while working at the Countess of Chester Hospital.

A jury found the 34-year-old guilty last year after listening to nine months of often harrowing evidence.

Letby is serving [15 whole-life orders](https://inews.co.uk/news/lucy-letby-sentenced-attempt-murder-premature-baby-3152744?ico=in-line_link), making her only the fourth woman in UK history to be told she will never be released from prison.

A [public inquiry](https://inews.co.uk/news/politics/lucy-letby-inquiry-what-uncover-victims-families-more-powers-2560893?srsltid=AfmBOoodWcD4fh2aPjCJa6KyAMsbUQP7QqMzMzj4_Av5vyzK8T6wTfjS?ico=in-line_link) in to the events surrounding her crimes begins today.

**Here, i takes a look at what will be covered in the inquiry, and what details are not being examined.**

    # What is the Thirlwall Inquiry?

The Thirlwall Inquiry will be chaired by Lady Justice Thirlwall and will examine how Letby was able to attack babies on the Countess and Chester Hospital’s neonatal unit in 2015 and 2016.

The hearing will look at how the hospital’s bosses handled concerns about her.

    # What will the inquiry cover?

The inquiry will cover three broad areas. Part A is about the experiences of parents of the babies who featured on the criminal indictment that Letby faced.

Part B considers the conduct of those working at the hospital and how she was able to repeatedly kill and harm babies on the neonatal unit.

Despite growing concerns to bosses by some consultants, she was not removed from the unit until after the deaths of two triplet boys and the suspected collapse of another baby boy on three successive days in June 2016. Police were not called in until the following year.

Part C is a wider look at the [NHS](https://inews.co.uk/topic/nhs?ico=in-line_link), with a focus on the relationships between the various groups of professionals, the culture within hospitals and how these affect the safety of newborns in neonatal units.

The inquiry is also expected to look at what actions were taken by regulators.

During the first week of the inquiry, opening statements will be made by the counsel to the inquiry, as well as legal representatives from “core participants” including the families of Letby’s victims.

Evidence is expected to begin the following week and will continue until at least December.
