The problem with the idea of a limited nuclear strike is that the response would very likely be nuclear and if you wait to see if the the response is limited you will be too late to take out the all-out nuclear response before your own all-out response capability has been wiped out. Hence there is no possibility of a limited nuclear strike and anyone who thinks otherwise should be removed from any decision making process about the use of nuclear weapons.

Not enough for anyone anywhere and there is zero chance of a one to one elimination of incoming warheads.
