What’s the deal with these signs? Never seen the shutters up in my life.

This is on the M2 heading from Antrim but I’ve seen them across NI. The shutters would suggest they’re for some sort of temporary signage yet not so temporary that they’re permanent fixtures.
Probably a Bible verse up there in Antrim.
This is for when they ‘take the roads in’ when it’s bad weather……

It means mad max rules are in effect, I’d heard Lord Humongous was visiting

Surely that’s shutters down, no? I’ve done that thing where I’ve over thought it and neither makes sense now ffs
I saw one open once years ago I think it was a road closure or weather alert warning. At the time I realised they were like an early type of electronic/programmable warning billboard. One that can only give one warning but probably for something that might happen regularly on a particular stretch of road. E.g if a road gets flooded regularly they have a warning sign ready and only have to put up the shutter and not put out a loose sign that might blow over or fall down.
I pass it on my way home from work on the M2. Often wonder what it hides
I think they are going to open another aplegreens there. I seen one like that before they opened the one on the m1
