It looks like a brooch pin made in the style of a clan crest kilt pin. Clan crests are usually circular with a motto around the bottom. When made onto a kilt pin they’re usually mounted on a sword design . https://en.m.wikipedia.org/wiki/Scottish_crest_badge. This is following general shape (circle on pointy thing) but without any special meaning.
Kilt pins are a bit more sturdy, this one looks like it’s for something more lightweight, probably for a scarf or brooch?
