Cancer patient in Monmouthshire village misses check ups due to lack of internet

I’m not unsympathetic, but given the internet service in Mr Bowler’s village is extremely poor why does he rely on email rather than the post? I know Royal Mail isn’t infallible, but letters do generally arrive more or less when they’re supposed to.
