A school that charges £24000 a year to teach a student is definitely not a buisness.
Private schools are always going to be an ideological line between Labour and the Conservatives. Yes, ideally they should not be taxed but we are in a time where difficult decisions have to be made. The tax generated will provide much needed support for public schools. This benefits the majority which is always more morally justified than the perpetuation of this unegalitarian class difference.
They shouldn't be allowed to profit if they aren't a business. Simple.
