28. What Putin said is stating facts: Western precision missiles cannot be operated by Ukrainians alone. NATO satellites fix the targets and the firing parameters can only be loaded into the missiles by NATO personnel. It is not Ukraine that would fire these missiles, but NATO. And that means obviously that NATO would have entered into a war against Russia, so Russia would act accordingly. It is not threatening, it is simply stating the obvious.
