How on earth do I turn on a radiator with no knobs

Both bottom ends of the radiator in the bottom corners have these knob things, but they only swivel, and when they come off it’s gotten like a flat prong under them

Try talking dirty to it.
If you’re a tenant, it’s probably preset by the landlord. You can turn the flat prong with a pair of pliers, only use one of the valves, leave the other alone.

The thermostat on a nearby wall will control this one. All the others in rooms will likely have a TRV valve which can control the temperatures but they only work when this one pictured is putting out heat from the thermostat.
This is called a loop system and is typically in a place that loses heat, sometimes you’ll see them in downstairs toilets, hallways or even lounges. That way the thermostat can always be calling for heat in winter, meaning the other room radiators will turn on too. It’s weirdly complex, I don’t know why.
