It already has. They refuse to send large quantities of highly effective weaponry – and even if they do give a small amount they bizarrely refuse to allow Ukraine to actually use them – precisely due to fears of escalation by their own admission.
The instant putin said it would mean war if the West allowed Ukraine to strike russia, the West should have allowed their use.
