Could be a kestrel It seems to be having some difficulty moving forward, or perhaps it is thinks it is really hype, & doing the flying equivalent of the moon walk. Great spot for a sunset. It seems to be having some difficulty moving forward, or perhaps it is thinks it is really hype, & doing the flying equivalent of the moon walk.
