It seems to me that all this western dithering on allowing Ukraine to make long range strikes might soon be overtaken by events. As they fight for the very survival of their nation, Ukraine will likely continue to develop their own capabilities. Hopefully the US and EU will help (or are already helping) this along as it gives them some deniability.
I think Stoltenberg is right. If Putin wins it will be a bigger problem for Europe down the road.
