    Is it a chip subject to Chinese export controls? Probably not.

    The Russian weapons systems are stuffed full with Western made components – US, Japanese, Swiss, German, French electronics. It is hardly a sign of USA, Japan or France supporting Russia but the result of these chips being a mass produced commodity, re-sold via second and third hand markets, that allow Russia to buy them via intermediaries. There is no export control for most of these chips and they are produced in too large amounts to be 100% controlled.

    Why is a Chinese civilian chip any different?
