Based on the article, they are looking for cheaper workers to legally enter the workforce. They first collect a €887 fine, legalize them, pay them peanuts, and collect previously uncollectible income tax from them.
These amnesties come about every few years. I remember some time ago they claimed it will be the last time. Which was just empty talk as we can see.
