Communities that are Social Vulnerable in Hurricane Helene’s Path [OC]

To create this data visualization, I gathered shape file data to see what areas had any probability of seeing hurricane force winds from the [National Hurricane Center](https://www.nhc.noaa.gov/). I then overlayed that data with the census tract boundries from the U.S. Census Bureau and joined the [Community Resilience Estimates](https://www.census.gov/programs-surveys/community-resilience-estimates.html) to see which areas are social vulnerable to disasters. I used python (geopandas and pandas) to do the data work and Tableau to visualize the map.
This looks cool! What does social vulnerable mean?
That is, of course, until Biden takes a Sharpie to it to outline where it *really* will have an impact.
