Try looking into a full rain poncho or coat. Face mask + thick rain coat is a lot easier to deal with in this sort of weather. Carry a small towel in your bag to wrap it in.
They aren’t particularly cheap but I’ve had one of these for the last 10 years – never got close to bending.
