    US investigators Kroll spent months interviewing sub-postmasters, current and former Post Office staff and analysing data concerning [Capture](https://inews.co.uk/news/what-is-capture-second-flawed-it-system-post-office-convictions-2861272?srsltid=AfmBOopIj7NaMlA6f3pwHnwm-20aL69KZmlEWAYv2nC5fVq8tjVyzvsj?ico=in-line_link), a piece of computer software rolled out to branches in the 1990s.

    The report published yesterday concluded there is a “reasonable likelihood” sub-postmasters suffered shortfalls as a result of bugs and glitches in the Capture system.

    It follows months of reporting by **i** on claims that sub-postmasters were unjustly pursued by the Post Office in a precursor to [the Horizon scandal](https://inews.co.uk/news/things-learned-gareth-jenkins-post-office-enquiry-3130559?srsltid=AfmBOoo7OqF28O_KQ2Xfb-pwNxtNO5y8e1w52uSCvGLFKyrJaUumLRqa?ico=in-line_link) which saw more than 900 victims wrongly convicted of criminal offences between 1999 and 2015.

    Post Office minister Gareth Thomas said he is “horrified” and told **i** he will now need time to consider the 92-page Kroll report before setting out next steps in December.

    These are some the key findings in the report:

    # 2,500 branches likely to have used Capture

    At least 2,500 Post Office branches are likely to have used the faulty Capture system in the 1990s.

    Kroll makes this conclusion on the basis of evidence provided by the Post Office which shows 2,500 floppy disks with the “C90” version of the Capture software were made in March 1998.

    This also tallies with a Capture “business case” which the Post Office set out in 1992 which forecast sales of 2,500 copies of the software over five years.
