It’s at least as much about who they conquered as who they were. Excluding Greece the Balkans 2000 years ago were mostly a bunch of rampant, primitive barbarians, barely a Thracian kingdom with the trappings of civilisation etc. The Romans transformed them into a major civilised region.
Then the Ottomans turned them into a bunch of rampant, primitive barbarians again.
