A set of high voltage pliers should sort it out.
I’m fairly sure the police or council would have something to say about that. They definitely need to have the cord under some board or cover of some sort. Could definitely have a claim if you tripped over it.
Blame the councils for not putting charging ports in lamppost or allowing people to put them kerbside.

It’s not good. we looked at an EV but if we drive the 240 miles to my mum. Then there is literally nowehere to charge you car.It would be this
