Given how non chalant he was about leaving the potential HDD in the rubbish, i doubt such thing even existed in the first place; at the least not to the amount implied. You’re responsible for you own shit and if he read all about bitcoin on a forum; my advice would be to learn to never store valuable stuff on a HDD, even if it is cold storage, when it can be stored written down as a hash! That’s the damn point of cryptocurrency. Write it down on the back of a canvas or something ffs. This isn’t the council’s fault whatsoever and reads as an attempt to defraud through settlement.
