Good question tbh. Have no clue. Weird to have newspapers on the top of the bin, very unhygienic. Don’t think it’s that. Would need someone from London waste, or try posting in Royal Mail as I bet London postmen will know more about it.
My guess is that it’s from a manufacturing process, like some bins have an extra thing there but they just kind of need to make it like that even if it doesn’t. So it’s just possibly a manufacturing efficiency thing, instead of redesigning a new manufacturing system they just make it like this?
Maybe try r/whatisthisthing , my guess would be it’s a bin from a food court and the notches would keep a stack of trays? But outside somewhere as there’s a thing for cigarettes on it and it’s clearly designed for the weather.
Money or sex appeal. The choice is yours but that’s your choice.
I’d imagine those frames are stackable. Maybe the base has the opposite shape for stacking and transporting
If you mean the shape of the bin, it’s so you can’t stack garbage on top of it when it’s overflowing.
