Speaking during a meeting with media leaders from BRICS countries, Russian President Vladimir Putin said that Moscow remains ready for talks to end the conflict in Ukraine and reaffirmed that a draft document negotiated during the talks in Istanbul in March 2022 should be the basis for any prospective talks.

“We are ready to conduct a dialogue on a peaceful end to the conflict, but only on the basis of the document that was prepared in thorough negotiations over several months and initialed by the Ukrainian side. It is on this basis that we are ready to continue our work,” said Putin.

He welcomed peace proposals from China and Brazil, saying that they could “serve as a good basis for a search for peace.”

Putin ruled out any concessions regarding the status of the four Ukrainian regions that Moscow annexed in September 2022, saying that “those are our territories.”

He emphasized that any futured deal shouldn’t be just a temporary ceasefire that would allow Kyiv and its NATO allies replenish their arsenals, but a comprehensive agreement that ensured Russia’s security interests.

“We are ready to continue this fight, and victory will be ours,” said Putin.

Asked about Ukrainian President Volodymyr Zelenskyy earlier this week that Ukraine needs either nuclear weapons or NATO membership to guarantee its security, and a Bild report claiming that Ukraine could develop nuclear weapons, Putin described it as a “dangerous provocation.”

“Any step in this direction will be met with an appropriate reaction,” he said.
