In educated societies, the decision not to have children is rarely based on propaganda, it is more based on economic math.
If people can't afford to have children, or do not think they will be able to provide their children a quality life, they may simply opt not to have them. In uneducated or threatened societies it is a bit different but not the case in Russia. The muslims in Russia Putin has tip toed around are outbreeding ethnic Russians in Russia 8 to 1.
Putin is wrecking Russia's economy and future prospects and is decimating Russia's prime working age and breeding age male population. That has a far far larger real impact on Russians deciding not to have children, so maybe Putin should imprison himself as an enemy of the state 😂😂
