After the city of Espoo Mayor elections recently there were some articles mentioning the salary of the Mayor being about 18K€ per month. That kind of salary in finland and in a government sector really caught me off guard … Especially considering that its more than the Prime minister and the president get…
I checked the government salaries in StatFin database and the average salary for a manager in local government is about 6K €…
So what I am curious about is:
- How come an elected official can negotiate a such a high salary (paid by taxpayers)
- Who decides to grant him/her that salary (on behalf of taxpayers)
- What happens when salary negotiations fail? New elections?!?

18k?!? Is that real??? If so, that seems like a complete abuse of a *public servant* position in my opinion. Wow. Hope more people chime in and answer your questions.
Kokoomus party is leading Espoo. They can negotiate salaries by themselves quite easily.

Though there is one thing I’d like to point out as this is a discussion that often pops up and it’s understandable, its hard to conceive why taxpayers should finance a better-than-average life for a public servant. But if you do some international comparison its obvious that in the most corrupt countries and bureaucracies in the world public servants get the least official salary. Often places with endemic corruption are those where officials need to supplement their income with bribes. Its much harder to bribe someone rich than someone with an average or poor salary. Not saying that high end corruption doesn’t exist, but there’s a certain logic why it is in all our interest to pay our public servants public money. It gives them the possibility to conduct their service free from private influence and obligations.
Because if the paycheck in civil service is way too low compared to private sector then nobody with actual skill will work at civil service, and that’s how you get either ideologues with misguided policies or poor bureaucrat that can easily be bribed.
The wages are defined by 2 main factors: market value and kunnanhallitus. The leaders don’t themselves negotiate it much. I have hard time believing this comes as news to someone. There are over 50 public positions with higher pay than PM.
