He’s bringing as much propaganda to bear on the electorate of democracies as possible with the aim of getting us to ignore his invasion of Ukraine and allowing Putin to grind down Ukraine before his economy and army collapses and he’s forced into an inglorious surrender ~950 days after he sent his army to pull off a 3 day operation to subjugate a neighbouring country.
So yes, given that he meets every one of the definitions of an enemy it’s perfectly reasonable to describe Putin as an enemy of any western democracy. Also, let’s have a look at the definition of “Friend”.

So he’s simultaneously an enemy of western democracies, and a friend of Vance and Trump via fulfilling those definitions as so far as Trump and Vance is concerned.
As a European I agree that we need to do more for our own defence and rely less on the USA. The result will be less Geo-political influence of USA and Europeans buying more from European firms to the detriment of the US arms industry.
