guess that is the answer to the other article questioning where our rainfall is this season- the goddam geoengineers have been fucking with things and broken them. China’s weather modification bureau has over 30K people employed. India has been bitching about China stealing their monsoons for at least 10 years. Santa Barbara started their own municipal weather modification program (namely cloud seeding-2014-ish) and well, the MAGAs go a little apeshit with “conspiracies” etc but there is a grain of truth to the poor practices in weather modification programming. there are no global agreements — used to be, one had to attend an “esteemed” university to study OR gain a degree in geoengineering ie: Cambridge, Stanford, Harvard, Yale. Nowadays anyone can get certifications online. who know who is playing with our weather systems. U.S. does most programming through military. It is ridiculous there is not a global agreement or concensus of ANY kind. this monkey business has gone on long enough.
