In 1710, at a time when even the most progressive lands in Europe were still controlled by monarchies, Ukrainian Kozak leader Pylyp Orlyk wrote his *Pacts and Constitution on the Rights and Freedoms of the Zaporozhian Army. I*t is considered to be one of the oldest constitutions in modern history, and many scholars consider it *the* oldest.
This milestone of Enlightenment era political philosophy was written both in Ukrainian and in Latin, and it outlines the separation of powers between the Executive, Legislative, and Judicial branches of government. – the first of its kind.
That’s pretty impressive, considering Orlyk was also busy fighting russians alongside Ivan Mazepa and ally Charles XII of Sweden. And while this first Ukrainian constitution predated the U.S. Articles of Confederation by 67 years, it predated the russian constitution (which was really just a declaration of supreme autocratic power anyway) by… 196 years.
