However, I couldn’t find any concrete information regarding this topic.
I also read on a website that direct permission from the Monaco royal is required to take pictures in the busiest areas.
For regular people and tourists, is it common to film and take pictures in Monaco without facing any legal issues, or are there specific regulations and guidelines that they need to be aware of?

Monaco wants to protect its residents. Simple.
Same as in Switzerland. We don’t want people to film anyone without their consent. Think about it. Do you want to have your little children blasted on YouTube or whatever else for the misdeeds and depravity of pedophiles?

Even Brazil has a law against this, although rarely enforced.
Couple of off-the mark replies here. The bottom line is that regular people and tourists, as you mention, may film and take pictures of public places (i.e., streets, parks, etc.) without prior approval. I watch each and every Monaco walking tour video that appears on YouTube, and there are a lot, so it can’t be illegal to film there. I think where the line is drawn is you can have photographers waiting outside night clubs ready to film celebrities, etc.
It’s not as easy as « it’s forbidden ». I’ll try to make it simple :
You can take pictures/record anything as long as it’s for your personnal use.
If you are a journalist or taking those pics for your job (press article, report, documentary, basically anything earning you money), you must have an approval from monaco press center.
If you record around the casino, know that it’s a private area and you must have the approval from the press center AND from the sbm (who owns the area).
So, knowing those rules you’ll find out that most youtube videos are supposedly illegal because they get released to the public and most of the youtubers earn money from their channel. Fact is, nobody cares as long as you don’t disturb people.
No, if you’re a normal tourist taking pictures with your smartphone of public places/attractions you needn’t worry. But if you want to use a drone or make professional footage/films you’ll need a permit here.
